Cerni-Ossam Water and Energy Supply

Objectives: Preparation of a Master Plan including a long term Management Plan, an Environmental Impact study and a Preliminary Project for an integrated water and energy supply system (renewable energy).

Contents: Feasibility Study and Master Plan for the creation of an integrated water services for the Municipality of Troyan, Lovech and Pleven.
Means of Implementation: - Pilot Project total cost: 1.250.000,00 EURO
- Italian Ministry for the Environment and Territory’s financial contribution: 625.000,00 EURO
Project activities are jointly carried out by Italian and Bulgarian Staff on the basis of a participatory process. The municipalities of Troyan, Lovech and Pleven will make available their work force and a good Knowledge of the area. Enel and Torno will provide the engineering expertise and consultancy for the study. Substantial resources will be dedicated to capacity building and training of the local Staff. The Italian experts will ensure Know-how transfer to the Bulgarian techinicians through targeted training.

Target Area/Place: Bulgaria - Municipality of Troyan, Lovech and Pleven
Expected Outcome(S): 1. Demonstrate the feasibility of the project aimed at satisfying the water demand, provide the three cities with waste treatment works and generate hydro electric power through the construction of a dam;
2. Secure the financial resources required for the construction of wastewater treatment works in order to safeguard the environment from the pollution threat;
3. Prepare the financial assessment report and the economic-financial model to set the procedures for access to the international funding required for the project implementation.
Relevance to the Plan of Implementation of WSSD: The Development Goal, endorsed by the World Summit on Sustainable Development held in Johannesburg set a new target of halving the proportion of people who do not have access to basic sanitation by 2015. It also recognized the key role of water in agriculture, energy, health, biodiversity and ecosystems as well as in combating poverty.
