WAMM – Water Management Model

Objectives: Improve flood forecasting and decision making during flood events.
Sectorial Topic (Note): Sustainable land use management, including water, soil and vegetation in affected areas
Actor(s)[Nation(Ministry, Agency)/Organization]: Ministry for Environment and Territory, North Adriatic River Authority, Hydrodata,SGI SpA (Italy), Ministry of Infrastructure – MET University of Gembloux, (Belgium), DHI & Environment (Denmark)
Contents: WAMM is developed to improve flood forecasting, aid the management of flood events and allow the development of flood defence strategies. WAMM uses the Danish Hydraulic Institute modelling tool MIKE!! Which is linked to a Digital Elevation Model of the flood plain, in order to predict flood extent. WAMM takes an innovative approach to the model calibration by comparing model predictions with flood maps obtained through the analysis of Synthetic Aperture Radar (SAR) images and water levels measured by portable sensors installed in the flood plain. SAR images are also used to obtain soil moisture data for input into the water management model. Three pilot studies are conducted, the Tagliamento river in Italy and the Lesse and Dendre rivers in Belgium.
The project has the characteristics to be repeatable in other regions and river basins.
Means of Implementation: Funding for the project was provided by the European Commission, DG XIII under the 4th Framework Programme for Research and Innovation Programme.
Target year: 2005
Target Area/Place: Europe (Italy, Belgium, Sweden)
Expected Outcome(S): Enhancement of flood forecasting models with the use of satellite radar imagery, by developing:
- software for processing SAR imagery into flood and soil moisture maps
- software that compares processed maps with simulated flooded in order to optimise model calibration.
Relevance to the Plan of Implementation of WSSD: This project addresses several priority actions identified in the plan of implementation related to the managing of natural resources a base for sustainable development, in particular:
- introducing measures to improve the efficiency of water infrastructure to reduce losses;
- develop integrated water resources management and water efficiency plans by 2005;
- adopting prevention and protection measures to promote sustainable water use and to address water shortages.
